Well, it's is great to be back in Liverpool. Last time we were here was shortly after the last General Election: adjusting to life in government.

We were central to the country's political and economic future: forming a stable coalition government to deal with a national economic emergency.

But the last few years have been tough for all of you.

Conference, we gather at a time when the economy is in better shape than at any time since we entered government

And that's for a reason. Conference, this recovery would not be happening without the Liberal Democrats.

My inspiration has come from millions of people and hundreds of thousands of our brilliant businesses who are powering our economy.

At the Liverpool Spring Conference, Liberal Democrat Secretary of State for Business, Innovation and Skills Vince Cable will deliver his speech on the economy. He is expected to say:

    Record of Delivery

I make no apology for beginning my period in office, here in Liverpool, with the warning that I would shine a light in the murky corners of business practice. I made it clear that our party is pro-business but also pro-consumer and pro-worker. It wants to see business which is successful and profitable but also socially responsible; which treats the labour force as an asset, not just as a cost; pays taxes where it makes profits; and respects the law.

"You have a Labour Party still in denial about its role in the greatest financial crash of modern history, and a party ill at ease with itself.

"Their vision is unclear, their policies flawed and their credibility low."

Instead the Rent to Own scheme will help first-time buyers onto the housing ladder by allowing them to build up a share in their home through renting.

This is a revolutionary shift in housing policy that will give young people caught in 'generation rent' a chance at home ownership.
